Purpose of Comments at Check Out time

Server + Client 3.53

What is the recommended practice for using the comments when checking out files?

In the "Pending Change Set" pane in Vault Client, the check out item has this comments displayed in the comment column.

When I selected the item to commit the check in. The Change Set Comment input box is blank. Is it intentional?

EDIT: please ignore.
The comments created at check out time is visible in the file history. Double clicking on a history entry will open a dialog box with the corresponding change set properties. All this makes sense now.

That's right, there are Item comments, and change set comments.
