I was told I could purchase a client and did not need to purchase the server.
I bought the client (4.1), but can find no way to run without connecting to a port.
If this is the case how do I return the product.

The server is available at no extra cost. Strictly speaking, your purchase was for a license which enables you to connect to your VSS database via SourceOffSite - the client and server pieces are essentially free on their own right, but useless without a license.
The license itself is configured in the SOS server and is tied to one VSS user account. The server (and thus VSS) can be accessed from any client on any machine, as long as the VSS login associated with the license is used to connect.
That's perhaps more info than you wanted, but the bottom line is that the client isn't useful without a server to connect to (and configure the license key on), but the server component will cost you nothing extra.
