New to SGVault, Where is the Admin Tool?

I am new to The Vault and just installed the server and client, the install docs are referring to an admin tool but all I have is the client and ValutService.asmx. I double checked and I don't see the admin tool as an option to install, what am I missing? I am guessing the admin tool is used to create users in the DB so you can connect to the server with the client.
