Installed VaultServer_4_0_0_15759

Hello,

I downloaded 2 files:

VaultServer_4_0_0_15759
VaultClient_4_0_0_15759

I Installed VaultServer_4_0_0_15759 and it doesn't let me install VaultClient_4_0_0_15759. When I click on the file it says "the system admin has set policies to prevent "

I'm logged in as the admin, what is going on?

Is the Admin section now web based whereas in 3.1.9 it was a windows desktop GUI?

During the installation there was NO option to install the vault admin. There is only the initial repository and I can't seem to find the admin section where to add a new repository???
