Is this just a stand-alone version of DiffMerge included with Vault?

Diff/Merge is included in the installation for Vault 4.x and Fortress 1.x clients. It is the same tool available for download as a stand-alone, cross-platform diff/merge tool.

Can the newer (and presumably improved) DiffMerge be used with Vault 3.5.2? Are there instructions for the command-line switches nessesary?

both versions of DiffMerge (aka sgdm) have same usage.

Both versions of DiffMerge (the version of sgdm.exe shipped with
3.5.2 and the new free version) use the same command line arguments.
So you should be able to use the new version with 3.5.2 by just
changing the name of the .exe in the options dialog and leaving the
rest of the command line as is.
