Check the SOS Server log, log.txt in the SOS Server directory for any errors, especially references to invalid databases.

Are your VSS databases on a different machine than SOS? If so, the SOS Service would have been using a domain account and perhaps that account is no longer valid. See this KB article for more details:
http://support.sourcegear.com/viewtopic.php?t=771

If you install an SOS Client on the SOS Server machine and use "localhost" for the SOS Server name, can that connect? If so, then there may be something on the network, like a firewall or router that's blocking the connection for other clients.

The client side cache file is called databaseX.sos and is in the SOS Client->Servers directory. I don't think this file is causing the problem.
