I set security settings for C:\VSS\vssbase\srcsafe.ini to Full Control for Everyone, but it does not help. Reinstalling sos server do not solve this problem too.
Anyone have any ideas how to solve or work around this problem?

So, SOS and VSS are on the same machine (just verifying)?
What's the Server OS, version of VSS?
What account are you running SOS under? Is it the default or was that something you set? If you set it to a different account, then specifically add that account to the folders for the VSS database and to the SOS program files folder, making sure permissions are inherited as well.
