Upgrade from 2.0.6 to 3.1.9

I currently have 2.0.6 installed and working fine.
I want to upgrade to 3.1.9.
I want to install 3.1.9 on a new server.
I get SQL Server does not exist or access denied when I try to connect to the SQL Server.

Need help. Never installed Vault before, and I've been task with the upgrade. I'm using an SQL account with both public and db_owner roles selected.

Please help!!!

What version of SQL Server are you using?

Is SQL Server on the same machine or a different machine as the Vault Server?

In the SQL Server setup portion of the installation, are you choosing SQL Server authentication or Windows authentication?
