Yes. The first one is the license + the gold support. The
second one is just for the gold support but it is the same support.

Gold Support is valid for one year from the date of purchase.

if i purchase vault with or without gold support how long is the license good for?

Your Vault license key never expires, so you can continue to use it as long as you'd like. However, if we have a major release that becomes available, such as Vault 4.0 you will be required to purchase Gold Support to obtain the ugprade.
