2 Vault Websites / 1 Vault Database

I apologize if this has been asked before. My searches didn't pull up similar topics.

Is it possible to have 2 Vault apps/websites setup on IIS that connect to the same database?

We have outside consultants, as well as engineers in the company working on the same projects. However, for the outside consultants we want the website to be bandwidth throttled so that it doesn't interfere with other VPN traffic to our remote warehouse locations, however for the company-based engineers we want to set a higher bandwidth limit.
It seems like we can accomplish this by setting up the 2 different websites.
vault1(external traffic) and vault2(internal traffic).

Are there any problems with setting up Vault this way?

If it can be done, what is the best way to setup the second website?

This isn't a supported configuration, and not recommended. With two Vault Servers hitting the same database, there's no regulator for transactions and your database could become corrupt.
