Did you upgrade Vault from 3.1 or 3.0 to 3.5?
If so, you need to upgrade your licenses, too.
If you have Gold Support, you can upgrade at no cost at this link:
https://store.sourcegear.com/sgstore/va ... grade.aspx
If you don't have Gold Support, you can purchase it here:

If you have further questions about licensing, contact our sales department at sgstore@sourcegear.com

Yes, Gold Support is $99 per user. Are you sure you don't have it already?
Also, if you bought Vault after June 15, 2006, you qualify for a free upgrade.
Email sgstore@sourcegear.com if you have licensing questions.
If you don't want to upgrade, you can go back to Vault 3.1.9, but you need a good backup of your Vault 3.1.9 database, since Vault 3.5 upgrades the database schema and it won't work with Vault 3.1.9.
Steps to go back to Vault 3.1.9:
--Backup the 3.5 database (just in case you need it later).
--Uninstall Vault 3.5 and drop the drop the database.
--Restore the Vault 3.1.9 database to SQL Server.
--Reinstall Vault 3.1.9.
