Why?My project always only can be one user checekd out?

This Vault server adn client is version 3.1.7.3719. All the cilent's options -"Always request exclusive lock" has been set unchecked.The files can be check out by many user,but the project always only can be checked out by one user.Why? Help me! Thanks a lot .

Perhaps the file extension for the project file is not considered mergeable by Vault. In that case, the file is considered binary and binary files are checked out exclusively by default.

To add a file extension to the list of mergeable files, open the Vault Admin Tool and look under Repository Options->File Types->Mergeable Files.
