We use labels to indicate which build a file was included in. Lately we've noticed that the timestamp on the label, when viewed in history, matches exactly the timestamp of the file version labeled.
While I can't say for certain, there are at least a couple of us over here who don't think it's always been like that. I thought labels used to get their own timestamp so you could tell when it was labeled (which would be the preferred option here).
Has this changed in the 3.1 line at all?
Label timestamp - Has this changed?

There were a couple of changes made in relation to labels as displayed in history. See 3.1.8 Release Notes for the final information. Note, Show Labels still displays the date as when the label was created.
In any case, there have been many debates on using the date of the label vs. the date of the version of the object. Try searching the forum for "label date".
Here is just a few of the threads:
History does not show correct timestamp for label operations
Labels show in History different from Show Labels
Show Labels needs sorting and filtering
