External Users in Vault

We're looking to open source pieces of our software (http://www.coversant.net). However, we'd still like to use Vault as source control rather than CVS or SVN or one of the other free ones. We'd like to provide read only access via the web and the Windows/Mono clients. We can do this by creating a user named "anonymous" or something of the sort, but is that the recommended process? Is that allowed in the licensing? Can have read-only users be free rather than paying a license fee for them, much like the external user support in Dragnet. We have no problem paying for the few users with commit priveleges, but for the thousands that read, that could be an issue. :)
