I am used to branching files and folders in Clear Case, but it is not clear how to branch a file from a label in Vault. I created a sub folder under the folder where the file I want to branch is located. I then right-clicked the file, selected branch, and selected the new folder. What is the process to get the labeled version of the file into my new branch folder? This is the file I would like to modify from the labeled version that is not the latest version on the main branch. I selected Get Latest Version, but obviously I get the latest file from the main branch (version 192) and not the labeled version (version 155).

You can do both a Get and Branch from the history dialog. Do a history on the file, and both Get and Branch are available as actions on the file version.
I'm not sure how you are using the term "branch". When you branch in Vault, it creates a copy in the repository in a separate location. Often this is done to entire folders so that a whole project can continue in a different directions (from the main trunk of development), and then use "Merge Branches" to merge changes from one direction to the other. Merge Branches only works on folders, not files.
