I am evaluatiing vault. I installed it on my workstation with sql server express. I undertsand that this is not a production setup.

I have noticed that every now and then cisvc.exe maxes out the cpu. Is this vault doing this or should I look elsewhere

If you look in your machine's services, is Microsoft Indexing running? A search on cisvc.exe indicates it is related to this service. This service has nothing to do with Vault, but may be using more processor time due to Vault's usage of the file system.
I undertsand that this is not a production setup.
There's nothing invalid with this configuration in a small scale situation.

A quick followup. It seems that cisvc.exe is a favorite target of viruses and malware. You may want to verify the "correctness" of cisvc.exe.

A search on the name will provide many links about the file/service.
