Is Admin considered a user?

My organization just installed Vault and we are beginning our 30 day trial period. We are going to purchase the 5 user pack at the end of the trial I am sure. The question is whether the admin user counts as part of the 5 pack? We will have 4 developers that are in charge of handling the code repositories. We have one person that will handle the documentation repository. Do I just need to give a couple of the developers admin rights and delete the admin user? Can you delete the admin user and still have the software function correctly?

The admin account cannot be deleted, but is also free - it does not take up a license.
