VS2005 Plug-in checks in dll files

When building websites and webservices, sourcegear automatically checks out all the dll files in the bin directory. Is this behavior normal?

Nevermind. The dll files are not suppose to be checked in at all. Only the dll.refresh files need to be checked in. The problem was when we converted our 2003 solution to 2005, the dll.refresh files weren't created unless we deleted all the references and added them again.
