Can't Download Server Vault 3.1.6

Hi - I am trying to download the Server Vault 3.1, Version 3.1.6, but the download keeps hanging at 9.1 Meg of download, then just closes itself.

Has anyone else had this problem?

The server download is 18 MB. Do you have a firewall or other device between you and our webserver that could be closing connections after a certain amount of time or data has passed?
