I have a user that recieves this error 'Unable to Decrypt User Key' when attempting to open a proj using Visual Studio .net 2003. However he is able to connect with no problem using the SOS client.

Thanks...thought that was where I was at. We had a new key created for him and the error reoccurs.

Is this user using the same connection string in the IDE client and in the GUI Client?
For instance, if the user key is created with the IP address of the server, and the user tries to connect with the server name, they will get this error.

What version of SOS Client does the user have and what is the SOS Server version?

Most recent version of server client is 4.1. I'm connecting to the same server and have no problem.

Please email me a copy of the user's <username>.iky file and the <servername>.key file from the user's %appdata%\SourceGear\SOS directory. Send send them to Linda at SourceGear.com.

I imported my key on a newly rebuilt system and am having the same problem on that system. I have no problem connecting through SOS, but receive the 'Unable to Decrypt User Key' in Visual Studio. My key works fine on my system.
You should have received th euser and server key from my co-worker last week.

I'm having the same error with the evaluation version.
Works fine with SOS but not with .NET
SOS client 4.1.2 and VS .net 2003 on XP sp2
SOS server 4.1.2 and VSS 6.0c on XP sp2
Have you found any work around?

Check the connection string used for the Visual Studio login to SOS and make sure there are no trailing spaces in the servername/IP that you are using to connect. That seems to be the most common cause of this error.
