Shadow Folders Aren't Updating Subfolders

I have a shadow folder association which has stopped working. Files in the shadow folder are updated properly, but files in subfolders are not updated at all. How do I fix this?

Eureka! I solved the problem by giving "NETWORK SERVICE" broad permissions on all web folders. It seems Vault is touchy about that.
