Folder security settings

We are wondering if there's any way to set security on a folder such that developers can't add new subfolders, but can add and delete files within subfolders? Right now, it seems to do that we'd need to give them RCA on the parent folder - but that's a little more leeway than we want them to have.

Sorry, that level of granularity is not available. And, if memory serves, you are the first to ask for it, so I certainly can't say that implementing this featurette is in our plans.
