Upgrade from 3.1.3 to 3.1.5 and get -1001 error

I am trying to upgrade from Vault Server 3.1.3 to 3.1.5 on a test install and get the following error at the end of the install.

If I press OK the whole install backs itself out.

Is there any more information logged to the vault_install.log file (located in your %temp% directory)?
