Does SOS support any command line options like VSS does, that would allow me to get the latest version of a project without actually running the SOS user interface?

Yes. If you have SOS 4.1, look for the SOS Command Line Client, soscmd.exe in the SOS GUI Client directory. The documentation is called soscmd.txt and is in the same directory.
