Show label, Promotion menu item grayed out

Can you please explain the usage of the Promotion menu item in the "Show
Label" window? This menu item is active only when a folder is selected. For a file, it is always grayed out.

Here is the request from my team member, can you please help to answer this?

Once a label is applied to a code, it labels at a particular version. Once you build, you notice that you need to make a small change to only one file in the project, well you should be able to promote the label on version 8 to have the label refer to version 9. That way you can get reproducable solutions that are deployed to customers. So if you select show labels on a particular file, in the label options include delete/rename/promotion ... the promotion is disabled?

Label promotion is only available for folder labels.

You can change the contents of a label or rename the label using label promotion.

If you need to change a file version in the label, select the project where the label was applied, then Show Labels. Right click on the label and select Promotion. In the Label Promotion dialog, you can change the verison of a file, rename the label and add or delete files.

Yes, but be careful to use this as certain features will not work anymore on that label e.g. pinning.
