Invalid File or Directory attributes value

get the following message when trying to check out a file:

Invalid File or Directory attributes value.

we are migrated from vss to vault and if we can not resolve this issues we may be forced to revert back to vss ... current piloting this on 2 developers machines ... the intial machine works fine ... the 2nd gets this error ... also, within vs .net the file is sill labeled as Read-Only and the solution explorer does not auto refresh with check out icon ... any advice on how to resolve this is appreciated ...
