Newbie issue - check in

Ok, I'm having a pretty basic problem, which I cannot figure out.

My system:
- Vault and webserver both on Win 2003
- Version: Vault 3.0.0 (2828)
- Client machines run Win XP Pro
- NO Domain
- 2 Vault Users
- Vault and the website files are located on the same server.

I created the repository, I can login and connect to the repository just fine.
I can check-out/check-in and see the updates in the code, but the changes are not showing up when I view the webpages on the server.

I'm guessing that this has to be an issue with the shadow folders. I'm pretty sure that I've configured the shadow folder settings correctly. And I've also tried the Win2003 changes that I saw.
- I added a new user account, gave it proper premissions, etc. No luck.
- I changed IIS to use IIS 5.0 mode. No luck.

I am at a loss as to what to do next. I turned on Logging to Debug mode to try to get an idea of where the failure is occurring, but it isn't telling me anything helpful.

Is there anything that can tell me where the problem lies?

Any help would be appreciated.

First, I'd suggest upgrading to Vault 3.0.7. There are some important fixes in that version (not specifically related to Shadow Folders, but performance is improved and some database issues are resolved.)
