Excluding licenses.licx file from source control.

Using 3rd party controls:
I have the following problem.

Every time a control is added to a form. Source control is forcing the developer to check out the project file as well as licenses.licx

Is there a way to exclude files from vault so that VS2003 does not
require them to be checked out.

This is a major annoyance for developers working in the same project.

Yes, in VS 2003, select the file and go to Source Control->Exclude from Source Control. I don't think this actually deletes the file from source control, but it does update the project file to not allow it to be checked out/in from the IDE.
