Timestamp Bug

Occasionally, when we check a file into vault, the History timestamp for the checkin is different from the timestamp placed in the $History$ keyword expansion in the code. This is not a consistent bug, but is very annoying, as we use the history section of the file to track changes, having it inaccurate is not acceptable.

The history keyword expansion currently uses modification time rather than checkin time, so it is slightly off. This is on our TODO list of things to correct.
