Check-in with keep-checked-out + unchanged

We use the default setting where checking in an unchanged file instead performs an undocheckout. Common behavior when someone owns a project is to have all or almost all files checked out, and periodically check in all and then continue working on them. During this checkin some of the files have likely not changed.

Checkin a group of files without the keep-checked-out works as expected - changed files have a new version put in, unchanged ones have no new version put in, all files are not checked out when done.

However, with keep-checked-out checked, the result is changed files have a new version put in, unchanged files have no new version put in, but only the files which had changes remain checked out. The result should instead have even the unchanged files still checked out.
