Fortress Client Installation Error

We are evaluating different source control options. I downloaded and installed the Fortress server package. No problem. VS integration works perfectly. We also need the Fortress client, because we also use Delphi. I tried to install the client, but received an error message:

"The system administrator has set policies to prevent this installation."

Obviously this is a policy issue, but I talked to our sys admin, and he assured me that there aren't any policies that should be keeping us from installing software. Developers are full admins on our machines, and we've never been unable to install any other software.

Has anyone else encountered this issue, or does anyone know what the client is trying to do that might possibly intendedly class with some other policy?

My system is running XP Pro SP2. Fortress Client 1.0.1.15780

This rather cryptic error message basically means "you've already installed the client with the server package", unfortunately, there's no way for us to intercept the message in the installer to display a kinder error dialog. You should be fine without installing the client-only msi.
