Mark Completed does not set resolver

Checking in code with the vs2005 VSIP plugin with Mark complete checked does not set the resolved.

It seems that the person marking complete should also be automatically made the resolver.

When an item is completed, the assignee would move the bug from open to completed.

When an item has been verified as fixed, the resolver is the person who modifies that bug.

Perhaps we should log a feature request for an option that allows the VSIP client to change the assignee of a completed item.
