Change default access for new repositories?

As a consulting firm, we have many repositories and many users (contractors, clients, staff, etc.). Whenever a new reposititory is created, all users seem to get access by default and we have manually go in and fix it. Is there a way to default the other way around? If not, please consider this a feature request.
