Could not get public key from server

I am trying Vault for the first time and just completed a successful implementation on a Windows Advanced Server 2003 system. I installed the server, client, and admin on the same system. When I try to connect to the server I get the message "Could not get public key from server." I looked at the help for this error which instructed me to look in the Vault log for the user and the make sure this user has read/write/modify permissions to the %ALLUSERSPROFILE%\Application Data\Microsoft\Crypto\RSA\MachineKeys folder. I have been able to identify the user from the log file but I am unable to locate the folder referenced above. The subseqent fix if this did not work was to stop IIS and remove a file and then restart IIS. However the file was located in the same folder. Since I cannot locate this folder I can do neither. Perhaps this error has a different solution for this application running under Advanced Server 2003.

You should be able to paste this path into the address bar in windows explorer? %ALLUSERSPROFILE% usually translates to c:\documents and settings\all users

Which part of this path is missing?
