Change Set Comment no longer propagates down to Item Comments

I recently moved to a new machine, so had to reinstall Vault Standard. I'm currently running 10.2.0 (1222).

On my old machine, my Change Set Comment would automatically apply to any Item Comments for the files that I'm checking in. Thus, the Item Comment shows whatever I put in there when I checked the file out (which may not be the full story since I'm often doing some exploratory coding). Thus, the rest of the team is lost as to what I'm doing since they are just looking at those Item Comments.

I do see a checkbox at the bottom of the Commit window for "Add Checkin Comment as Item Comment". It is checked. However it is greyed out. Not sure if that is what I need or not but thought I should mention it.

Any ideas?
