We are on Vault 5.1.1 (19215)
We know we can MOVE any repository folder from one location to another within the same Repository.
Note: Vault restricts our ability to move folders OUTSIDE its parent.
Is there a way to move MOVE a repository folder to a different top level Repository?

You can move a folder and it's entire history to another repository by using our Vault Folder Export/Import tool. It installs at the same time as the client. You will find it under your Windows Start menu - Programs - SourceGear.
Inside the same repository, Vault should be allowing you to move a folder outside its parent unless you have a folder by the same name or will be going past $. If you need assistance with that, just let me know.
