Is it possible to allow certain developers to only see specific projects in the project tree?

Yes.

In the Vault Admin Tool in the Repositories tab, select a repository and then click Properties. There's a checkbox to enable Project Security.

Then you can set user rights in the Folder Security or Users tab.

OK thanks.

One more question if we buy SOS Collab (without Vault) and use MS VSS can we do the same as above?

SOS Collab provides access to a VSS database and user rights are managed in VSS. You would enable Project Security in the VSS Admin client. SOS Collab will honor project rights as set in VSS.
