No notification of attachment addition

In previous versions of Fortress when an attachment was added (via addition of a comment) a notification e-mail was sent.

It is now possible to add an attachment to an item without adding a comment.

This means no notifications are sent and users not alerted to the new file(s).

The workaround is to add a seperate comment when adding every attachment.

Please can notifications be sent when attachments uploaded?
