How to move web portion of Vault to new server

I have Vault 4.1.4 currently deployed under Windows 2003 server (for the web portion) and SQL Server 2005 (for the database portion), each portion on a separate server.

I need to move the web portion to a new server, also Windows 2003 server. The database will remain on the same server it is now. The problem is that due to security policies I'm not allowed to login to the console of the new web server to run the Vault installer. I'm only allowed to copy files to the web space I've been given.

Is it as simple as copying the files over? We are not changing anything on the database side so connection strings will be valid on the new server. The only post I've found to this regard is this:

And from the looks of it I may be heading for trouble if I try to move the files under the VaultService folder "cold turkey". Could I get a bit of guidance on how to do this successfully?
