Source lines not modified in the 'included versions' are not included in the Blame output. The only way to get the entire file is to set the includedversions URL parameter greater than or equal to the number of versions for the file.
This is a regression from Vault 3.1.9 which always displayed the entire file.
A summary of changes made in specific versions might be useful, but I think this feature needs to show the whole file.
Otherwise some way of finding text or going to a line in Vault Client's Show Line History is necessary. Scrolling doesn't scale to a 1000-line source file. The direct access to Line History in VS2005/8 is useful but we have many projects that will remain in 2003 and older. We don't use source control integration in VC6 and eVC because that environment's binding behaviour always screwed up branches.

Thanks for pointing out the blame bug. As for line history, there are shortcuts implemented. This is from the Help file.
The Select a Region page, which lets you select the line or region that you wish to find the latest change. When focus is in the central Text box, you may use the following keyboard shortcuts:
o Control-F: Search forward in the file for a string.
o Control-G: Repeat the previous search.
o Control-L: Jump to a specific line number in the file.
