In Vault, I look at the differences between the baseline version and working version of a file in Visual Studio project.
This opens DiffMerge 8.0.1, baseline version on the left, working version on the right.
The are some differences. I press toolbar button "Jump to the next change", and the fragment in the left pane becomes wrapped in dotted line, which according to the documentation means I should be able to apply the change.
However, the icon "apply change from left to right" in the toolbar remains disabled, and right-click menu on the highlighted fragment does not have "apply change".

The DiffMerge documentation you are looking at might be the one for the separate tool. When using DiffMerge with Vault, there is one tag you need to remove to write to the working folder pane. Go to the Vault - Tools - Options - DiffMerge. In the settings for Diff you will see /ro1 and /ro2. You will want to remove /ro2 so that you can write to the right-side pane.
