Prevent File Deletion

Is it possible to prevent users from deleting files from the repository? Want to permit check in/out and add, just not delete (from the repository - don't care about working copy).

I'm aware of the 'undelete' functionality but I'd like to prevent users from deleting at all.

This is just using the Vault client (no VS integration) for version 7.

With Vault's current design, security rights setting does not separate add vs. delete security rights.
