On my server there's 80,000 files totalling 11 GB of files in the users\<user>\AppData\Roaming\SourceGear folders
Nearly all the files are in users\<user>\AppData\Roaming\SourceGear\Vault_1\Client folder
What do these files do and can they be deleted to recover the space?

In the SourceGear folder are baseline files. Those in the _sgvault folder. Other files are data files called cache members. The cache members take up very little space and are necessary. The baseline files are also necessary, but can be reduced.
Go to your Vault - Tools - Options - Local Files - Cache Location. In there is a setting for the baseline files for the limit on how many to keep. You might want to start somewhere around 3-5. The fewer baseline files you have, the more network traffic you might generate.

I have 599,628 files 12.9GB in
C:\Users\administrator.INFOSTAT\AppData\Local\Sourcegear\
I enabled Limit number of baseline files to 3. No effect.

Vault won't delete those files. What will happen is that over time fewer are kept.
If you want a reduction right away, drill down until you see the _sgvault folder and delete that folder. It will force Vault to rebuild the baselines folder.
