I'm running Version 6.0.0.30477
I have a user that has full access to add, change, create repositories but it seems he can also change the admin password and adjust any settings he wants.
How do I go about locking down the user and group settings yet still allow him to administer repositories?

It sounds like the user is in the Admin group, but he should be a Repository Admin instead.
Check the user's rights and groups by clicking on the user name in the list of Users in the Vault Admin Web Client.
If the user iss in the Admin group, like "Joe" below, you can change that.
Then make the user a Repository Admin instead. This setting is in the Admin Web Client under Source Control Repositories->(Repository name)->Repository Access. See image for details.
