Can't check in using just the bug description as a comment

Vault Pro 7

We have a repository that is set to 'Require check in comments'. When checking-in a file, I select a Vault Pro Work Item, ensuring that the 'Add comment' box is ticked.

Clicking OK on the check-in dialog causes the 'Check in comments are required for this Repository.' dialog box to appear. The only way to get past this is to add some text to the comment box. When viewing the check-in in Vault, it shows both the work item decription and the comment.

Is this the correct behaviour? In version of Vault prior to 7, it was possible to just use the work item description as the check-in comment.
