I am running Vault 5.1
Is there way through the User Interface or through code where I can get all files from a repository BASED on specific DATE? I see where I can get latest base on a label but one of my developer's broke his automatic build and now has dormant code all over the place.

There isn't a specific Get command based on date, but you could show history and filter it by date. Then perform your get you need from History.
Right after you select Show History on a folder, a dialog box comes up with filter options. Click on the Dates and Labels tab. Filter by a date range and click OK. Then perform any gets you need from the results.
