I just did a new install of Vault 6.0, and noticed in the sgvault log file this message:
The Plugin at http://127.0.0.1/VaultNotifyService/Vau ... rvice.asmx was not called with Event Login. Exception: The request failed with HTTP status 404: Not Found.
I have searched all of the .config files trying to find where to change the URL, but haven't been able to track it down. How do I change this?
My Vault server is installed at http://vault

I think i got this all resolved by editing the URL's in the Plugins db tables... please let me know if there is anything additional I need to be aware of.

If notifications are working now, then changing the plugin URL was correct.
Sometimes the plugin can't connect to the Vault Server because the server URL in the plugin's web.config file isn't correct. So check the server URL in the web.config file for the NotifyService. It's in C:\Inetpub\wwwroot\VaultService\VaultNotifyService.

Vault 6.1, due out soon, will have way to configure the plugin URLs from the Vault Admin Web Client.
