Item Tracking

I have set up item tracking projects and modified the repository so that when checking in a bug id is required.
When the check in dialog appears the 'mark as complete' check box is checked by default.
My question - is there a way to change this behaviour as the bug/task is not always complete when checking in

Currently, the default is to have this box checked. However, we've had requests to make this configurable, or at least to keep it unchecked as default.

We have feature request 10950 logged for this functionality; I've added your vote and bumped it up in priority.
