One of our remote users in not able to connect to SOS.
He tried :
telnet <servername or IP> <port>
We dont see the expected message. What does this mean.
Is there something blocking on SOS server side or SOS client side.

If you telnet the port SOS Server is listening on and you get a connection failure, then the SOS Client won't be able to connect, either.
This could be because the SOS Server service isn't running.
It could also be because a firewall or other device is blocking the port you're using for SOS Server.
If the SOS Server service is running, but you can't connect, then check with your network Admin to determine what is blocking the connection.
