I want to install a single-user version of Vault in a Win7 machine with SQL Server Express. This is my problem. I successfully installed it but I forgot to record the username and password I used for SQL Server. I have tried uninstalling Vault and deleting it from the registry, but when I reinstall Vault it behaves as if it already knows my username and password, so I can’t give it new ones. My question is how do I delete all remnants of Vault so that I can do a clean install?

If you uninstall Vault and reinstall, it will let you set the Vault admin password.
If the problem is really with a SQL user that you created, then Vault can't help you change that. You can connect to SQL using a different method, such as windows and it can use that to delete the databases and create new ones.
